The Education and Research Institute «Institute of Public Administration» is at the forefront of change and has a high special mission to provide the state with highly professional staff, innovative approaches to training a new generation of managers who will work in a fundamentally new environment of the knowledge industry 4.0.
The Institute aims to meet the public need for professional leaders of the new generation, morally oriented towards management activities in public authorities, local governments, the corporate sector of the economy, business structures, and civil society organizations, introducing a high administrative culture and upholding the principles of social justice on the basis of the world and European standards.
Today, the Institute is a modern educational and scientific complex, which knows no equals in the Eastern region of Ukraine in terms of scale and specificity of activity. The Institute is intensively developing, constantly improving and expanding the system of educational, methodical and scientific-expert services, gaining more and more recognition among specialists of public authorities, entrepreneurs and the general public.
Due to its integration into public management processes, the Institute plays a consolidating role in the professional discussion of issues related to important changes in the state and society, and moves in the forefront of social transformations, demonstrating a professional attitude and constructive approaches to solving tasks.

The mission of the Institute determines its activities, which consist in training highly professional staff, meeting the needs of executive bodies, local governments, other organizations and institutions of various spheres of society and economic branches in specialists capable of performing management functions competently and responsibly, implementing the latest social technologies, promoting innovation processes in Ukraine.
The Institute provides scientific and methodological support of educational activities in order to improve the professionalism and competence of the management staff. First of all, this applies to educational and professional programs of the second (Master’s) and first (Bachelor’s) levels of higher education in the field of knowledge 28 «Public Management and Administration», 05 «Social and Behavioral Sciences», 07 «Management and Administration» according to the world and European standards.
In addition, the Institute goes beyond the existing programs and diversifies the educational process towards the introduction of certificate programs aimed at training newly elected deputies of different levels, future prefects or officials, heads of newly created amalgamated territorial communities, top managers of socially responsible enterprises, heads of public organizations and non-governmental structures.
Continuous improvements are being introduced into the professional training system in accordance with the needs of stakeholders, in particular, practice-oriented project-based learning: students learn to solve specific practical problems in today’s real conditions.
The Institute provides a continuous lifelong training cycle for professional managers. The training is not only formalized (long-term and short-term programs), but also modern: dual education, project- and problem-oriented training focused on results, quality assurance of the implementation of the full HR cycle — from the start of a career, professional development and ending with motivation for acquired competencies and their application in practice.
